Carlos Villapudua’s Former District Director, Xochitl Paderes, Under New Investigation For More Alleged Fraud 

STOCKTON- The former District Director for Assemblymember Carlos Villapudua, Xochitl Paderes, is now under a new investigation by yet another government agency. 209 Times has confirmed that the Fair Political Practice Commission (FPPC) is investigating allegations that she purposely filed fraudulent campaign documents for Michele Padilla’s campaign without her permission or knowledge. After reviewing the documents posted online by Cabal controlled media, Padilla became aware that Xochitl fraudulently filed documents involving $18,000 worth of transactions that never occurred. 

According to the complaint against Paderes phantom loans were claimed that Padilla never received including $3,000 from Xochitl herself and thousands more from a Cynthia Raya Gonzalez from Tracy who appears to be related to Xochitl whose maiden name is also Raya. 

Xochitl Paderes also falsified 460 campaign filings to state that Tecuani, LLC was paid $8,000, despite the fact Padilla never hired the firm and such a payment was never received by Tecuani, LLC, which Paderes did subcontracting work for via her own company CommOps Consulting until she was caught embezzling money. 

When the fraud was discovered by Stockton City Councilwoman Michele Padilla, she removed Xochitl as her campaign Treasurer and removed her access to the campaign bank account. Text messages provided to 209 Times show that Paderes then began threatening the city councilwoman with retaliation if she did not “work with her.” Padilla reported the threats to law enforcement for allegedly threatening a public official and attempted blackmail.

Xochitl Paderes has since filed a frivolous lawsuit against 209 Times for reporting on her alleged and known crimes, which include embezzlement from Tecuani, LLC, bank fraud, and operating a fraudulent “Chamber of Commerce” for the City of Lathrop amongst others. The City Attorney and Manager for Lathrop sent Xochitl more than one Cease and Desist letters and reported her to the Secretary of State and Attorney General for possible fraud. 

In a sworn declaration to aid Xochitl’s lawsuit against 209 Times founder Motecuzoma Sanchez and senior investigative journalist Frank Gayaldo, Carlos Villapudua admitted that Xochitl Paderes was fired from her position with the State Assembly because an investigation by the Assembly Rules Committee confirmed the allegations raised by 209 Times’ reporting. Text messages between Padilla and Villapudua show Carlos actively being involved and made aware of the issues with his district director while trying to have Padilla call Paderes. When he confronted with the allegations he then said he had no control over what she did on her “spear time”.
